Angry Spaniards strike against labor reform

BARCELONA/MADRID (Reuters) - Spanish workers angry at a labor reform the government calls an "unstoppable" necessity staged a general strike on Thursday, bringing factories and ports to a standstill and igniting flashes of violence on the streets.

Hundreds of thousands attended largely peaceful marches throughout Spain, waving red flags and beating drums against the budget cuts of Prime Minister Mariano Rajoy, who was elected by a landslide only four months ago on a mandate to dig the country out of a debt crisis that has unnerved its European neighbors.

Police fired rubber bullets to disperse crowds in downtown Barcelona after hooded youths threw rocks at windows and set rubbish bins alight in Spain's second city, where - as in much of Spain - unemployment has been devastating among the young.

In Madrid, demonstrators chanted slogans and carried banners protesting against the conservative government's measures, which will make it cheaper for companies to fire workers and will dismantle a nationwide system of collective pay bargaining.

"We're here because we are really angry," said Alba Valle, a 23-year-old media technician in the capital who, like almost one young Spaniard in two, cannot find work.

"It's a step backwards for the country."

Though organizers said millions attended evening marches in 110 cities local media estimates, in the absence of data from authorities, put the crowds in only the hundreds of thousands.

Some observers see a degree of resignation about the prospects of avoiding new austerity goals dictated by concerns in the European Union that Spain risks going bust.

At the same time, however, the country is tipping into its second recession since the end of 2009 and some observers expect at least another million people to join already swollen unemployment lines, straining the budget. The jobless rate is already 23 percent, the highest in the 27-member EU bloc.

Spaniards have so far been largely tolerant of Rajoy's efforts to reform labor law, much of which dates back to times when levels of employment were substantially higher. His aim is to meet strict EU-imposed targets for the government budget deficit to ensure Madrid avoids a Greek-style debt crisis.

But the general strike, the first in 18 months, showed that patience may be wearing thin. The largest union put support among its members for the strike at 77 percent. The government said the work day went normally but gave no overall tally.

"We don't have much hope, but this is just the beginning," said Trini Cuesta, a 58-year-old employee at a public hospital in Barcelona. "It's not just about labor reform, we're against policies that are provoking social and economic ruin," she said.

"Social protests must increase."

ALHAMBRA SHUT

Police made a total of 176 arrests and there were 104 injuries, the Interior Ministry said, saying the day had been calm and the strike had limited impact.

It halted production at factories from Barcelona in the northeast to Cadiz in the southwest. Unions reported full stoppages at General Motors Espana, Renault, ArcelorMittal and Acerinox. Urban transport networks were mostly cut to skeleton services.

Rajoy's government said it was committed to making reforms that it argues will help to reduce unemployment by making the labor market more efficient. "The agenda for reform is unstoppable," Labour Minister Fatima Banez said on Thursday.

The police presence was heavy around parliament, where politicians put in a longer work day than usual as Rajoy sought approval for five different measures, including funding for indebted local governments to pay their suppliers.

Union members gathered in major cities where some plastered stickers on shop windows reading "Closed for Strike" - but in fact many of the stores remained open for business.

Tourists were locked out of the Alhambra, the 14th-century Moorish palace in the southern city of Granada that is one of Europe's great cultural monuments and a popular attraction.

Many workers crossed picket lines, saying they feared losing their jobs or losing the average of around 100 euros ($130) to be docked from the pay cheques of strikers.

While Spaniards fortunate to have jobs on traditional contracts are fighting to preserve their benefit, many others, especially the young, can find only short-term contracts of typically six months duration which offer little job security.

Many such workers fear employers might punish them if they go on strike and not renew contracts when they expire - an army of unemployed is waiting at the gate for any job going.

Similar labour reforms, for similar reasons, are being battled over elsewhere in Europe, notably in Italy, where Prime Minister Mario Monti, a technocrat appointed to avert a debt crisis in Rome, has also run into heavy opposition this month.

LONG YEAR OF DEMONSTRATIONS?

Fewer than a fifth of Spanish employees are currently affiliated with the country's two biggest unions and many feel these organizations do not represent the wider workforce.

"A lot of people actually blame the unions in part for the rigidity in the labour market and lack of competitiveness, so they aren't exactly in the position to rally a lot of people and the support for the strike reflects that," said David Bach, political analyst at IE business school in Madrid.

However, union members are ready for a long fight. "This is the largest cut in rights since anyone can remember. There has to be a better way to get out of this crisis," UGT union employee Marta Lois, 40, said on Madrid's Gran Via, a central avenue where protesters blocked traffic early in the day.

"Don't forget this is just the first major event of what is likely going to be a long year of demonstrations against government policies," Antonio Barroso, political analyst with the consultancy Eurasia Group said.

Rajoy said on Tuesday his administration would pass a "very, very, austere budget" on Friday. His goal of cutting the deficit this year to 5.3 percent of gross domestic product implies nominal cuts of at least 35 billion euros ($46.63 billion).

The cuts are meant to keep borrowing costs down as well as working towards meeting the EU's 3 percent budget deficit limit next year. But some economists say they will deepen the looming recession, potentially having the very opposite effect.

Despite the promises to push on with reforms aimed at winning approval from Brussels, Rajoy's People's Party suffered a surprise setback in a regional election on Sunday, meaning he must measure his steps to avoid provoking wider discontent.

Le Pan III hits l'FCC

There's a good chance you don't remember the Le Pan III. The Ice Cream Sandwich tablet succumbed to the deluge of fellow Android slates when it was announced back in January during CES, but perhaps it'll get a bit more attention now that it's gotten the FCC's governmental stamp of approval. Perhaps. In the meantime, the 1.5GHz tablet is still listed as "coming soon" on Le Pan's site.

Should the Small Business Administration Be Abolished? | Cato ...

That?s the question being debated at the Wall Street Journal?s website. Representing the pro-abolition position is Cato adjunct scholar Veronique de Rugy. Veronique and I wrote an essay for Downsizing Government that makes the case for terminating the Small Business Administration.

Veronique ably explains why the federal government should not be meddling in the credit market, so I won?t restate her arguments. However, a statement made by her pro-SBA opponent is worth noting:

The SBA played a key role in arguing for policies to force the nation?s biggest banks to resume lending to small businesses after the financial crisis hit in 2008.

I bolded ?force? because it?s a telling word choice. As George Washington put it:

Government is not reason. It is not eloquence. Government is force; like fire it is a dangerous servant ? and a fearful master.

Advocates for government intervention are seemingly indifferent to the dangers of allowing a relatively small number of individuals to collectively play God. In this case, politicians in Washington ? of which probably only a tiny subset knows anything about economics or finance ? have decreed that taxpayers shall back loans made to particularly-sized businesses. Even if the result is a net economic positive ? and it?s not ? granting such power to one large entity should give pause to those Americans who value their freedom.

I mention this because as Veronique notes, ?politicians have successfully sold the SBA as a program to help small business?a widely held belief that?s almost as sacrosanct as baseball, motherhood and apple pie.? For that reason, some self-described proponents of a smaller federal government have a soft spot for the SBA. However, when one pulls back the curtain, what he or she will find is just another politicized bureaucracy that exists to enrich special interests and bolster the status of our federal masters.

Books on hypnosis and conversational hypnosis can be found through the various sources of Internet, brick and mortar stores, magazines, as well as in the local library. Generally, it is the application of hypnosis to self-improvement that takes a hypnosis book on the subject onto the best-seller list, for example: ?Powerful Mind Through Self-Hypnosis: A Practical Guide to Complete Self-Mastery? by Cathal O?Briain.

Many of these are excellent overviews from a self-help perspective. However, often these books lack a real discussion of hypnotic technique. To find a valid book on hypnosis from among a plethora of vague new age pronouncements, mere conjecture, or fantasy, the reader must do a bit of research based on their goal in using hypnosis.

Whether the reader?s goal is to use hypnosis to relieve pain, change an unwanted behavior, or simply to learn more about the subject, good and reliable starting points can be found in academic journals dealing with hypnosis, such as the American Journal of Clinical Hypnosis (AJCH) and the International Journal of Clinical and Experimental Hypnosis. AJCH, for example, provides information online as to where to find reliable and uniformly accepted definitions of terms and basic guides to hypnosis and hypnosis topics, as well as more advanced works. Even if a specific topic such as conversational hypnosis is not represented, these sites can be used to verify the accuracy of definitions and discussions in consulted works.

Assuming the reader wishes to search on their own, or cannot find satisfactory works at the academic sites, the wide variety of books on general and specific topics in hypnosis and conversational hypnosis that can be found through the Internet alone can be reviewed for relevance by checking for key terms. For conversational hypnosis, a review of the literature suggests that any relevant book will discuss the use of basic and subtle persuasion techniques as opposed to outright manipulation and feature descriptions of both the structured Neuro-Linguistic Programming (NLP), and the more informal Erickson method. For more general hypnosis study, the reader should certainly seek a book that actually discusses hypnosis and hypnotic techniques rather than applications to self-help with little detail.

A few examples of available books which include basic texts on hypnosis recommended from the AJCH are: Handbook of Hypnotic Suggestions and Metaphors, D.Corydon Hammond, PhD, Editor (1990) and Hypnotic Induction and Suggestion, D. Corydon Hammond, PhD, Editor (1998).

Two popular writers on the subject of conversational hypnosis are Carol Sommer, author of ?Conversational Hypnosis: A Manual of Indirect Suggestion? (1992) and Igor Ledochowski, ?The Deep Trance Training Manual: Hypnotic Skills? (2003). Both are available through such online sites as Amazon. Books on NLP include: Secrets of NLP ? Hypnotherapy ? Hypnotic Psychology ? Street Hypnosis and Stage Hypnotism by Jonathan Royle (2010) and Persuasion Skills Black Book: Practical NLP Language Patterns for Getting The Response You Want by Rintu Basu and Debbie Jenkins (2009). Books on the Erickson method include My Voice Will Go with You: The Teaching Tales of Milton H. Erickson by Sidney Rosen (1991) and Conversational Induction with Utilization of Spontaneous Trance (Ericksonian Approaches to Hypnosis and Psychotherapy, P320-87) by Kay Thompson and The Milton H. Erickson Foundation. (1983)

Former Cardinals quarterback Kurt Warner, who absorbed a big hit during a playoff game against the Saints in his final NFL game, has responded to the news that the Saints were using a bounty system at the time.

?It?s definitely disappointing, but I won?t say that I?m completely surprised,? Warner told Burns & Gambo of KTAR in Phoenix.? ?And, again, not necessarily the Saints, but I?m not surprised that there were teams out there doing those kinds of things behind closed doors.?

Though Warner said he had no knowledge of bounty systems during his career, he said ?there?s no doubt? that players pay attention to the injury report, and that he believes players want to knock opponents out of games.? ?I think that?s part of the game, and I think that?s part of the mindset,? Warner said.? ?And I?m not going to tell you that I haven?t believed that there was probably defensive players that got together and said, ?Hey, you know, a thousand bucks for the first guy to knock Kurt out of a football game.?? I?m sure that?s been a part of our league for a long time.?

So did the hit against the Saints end his career?? ?No, absolutely not,? Warner said.? ?It was a nice exclamation point on it.?

Warner also pointed out that the hit from Bobby McCray wasn?t dirty.? ?It was a violent hit, no question,? Warner said.? ?But I also believes it was a legal hit.?

As to Warner?s suspicions regarding the existence of bounties well before 2009, he?s right.? Whenever past whispers regarding bounties have arisen, inevitably coaches and players have said that these things happen, with or without the knowledge of the coaching staff.

That?s why the league needs to take a broader view of this one before imposing discipline.? Like Spygate in 2007, the biggest sin for the Saints perhaps was getting caught.

The bigger question will whether the league chooses to make an example out of the Saints, even though other teams surely have used bounties.? Five years ago, the NFL definitely made an example out of the Patriots and coach Bill Belichick.? Given that bounties encourage injuries, it will be impossible for Commissioner Roger Goodell to regard the overriding culture as a mitigating factor.

That?s why, even though Warner thinks the hit he absorbed was clean, he believes that the NFL will need to take significant action in order to keep this from happening again.? So do we.? With concussion lawsuits raging, the last thing the league needs is to appear soft as to one of the harder realities of life in the NFL.
