2.2 Surcharge on Income tax:

There will be no surcharge on income tax payments by individual taxpayers during FY 2012-13 (AY 2013-14).

2.3.1 Education Cess on Income tax:

The amount of income-tax shall be increased by Education Cess on Income Tax at the rate of two per cent of the income-tax.

2.3.2 Secondary and Higher Education Cess on Income-tax:

From Financial Year 2007-08 onwards, an additional surcharge is chargeable at the rate of one per cent of income-tax (not including the Education Cess on income-tax).

Education Cess, and Secondary and Higher Education Cess are payable by both resident and nonresident assessees.

CDC: Meningitis outbreak growing, 14 people dead

(AP) ? Federal health officials said they've tracked down more than 90 percent of the roughly 14,000 people who may have received contaminated steroid shots, urging anyone with early symptoms of potentially deadly meningitis to seek help fast.

Of the 170 people sickened in the outbreak, all but one have a rare fungal meningitis, and 14 have died, the Centers for Disease Control and Prevention said Thursday. One person identified by Michigan health officials received the steroid shot in the ankle and has an infection there. While the biggest concern is for people given the shots for back pain, the CDC said people who received the injections in joints should also be alert to signs of localized infection, including redness, pain, swelling and fever.

More than 50 vials of the steroid produced by a specialty pharmacy in Massachusetts, the New England Compounding Center, have been found contaminated with some sort of fungus, said Deborah Autor of the Food and Drug Administration. The investigation is continuing into how the contamination could have occurred.

But a Massachusetts official said Thursday that it appears the company violated state law governing how compounding pharmacies are supposed to work. They are not supposed to do large-scale production like a drug manufacturer, but to produce medication for patient-specific prescriptions, said Dr. Madeleine Biondolillo of the Massachusetts Department of Public Health.

"This organization chose to apparently violate the licensing requirements under which they were allowed to operate," she told reporters Thursday.

The pharmacy has recalled the steroid that was sent to clinics in 23 states, as well as everything else it makes.

Idaho becomes the 11th state to report at least one illness. The others are Florida, Indiana, Maryland, Michigan, Minnesota, New Jersey, North Carolina, Ohio, Tennessee and Virginia.

Carl Icahn plans to offer $3B to buy Oshkosh

(AP) ? Billionaire investor Carl Icahn plans to make an unsolicited bid for truck maker Oshkosh Corp. that values the company at almost $3 billion. Icahn says he also plans to nominate his own slate of directors in a bid for control of the company.

The activist investor said Thursday that he will make a tender offer worth $32.50 per share in cash, a 21 percent premium over Oshkosh's latest closing price.

Icahn had sought seats on the board unsuccessfully last year. He said management has taken a passive attitude toward the company's future and wants it to be more active. He said he already owns about a 10 percent stake in the company.

Oshkosh asked its shareholders to take no action on the offer until the board reviews it. The company said its board will advise shareholders of its position within 10 business days.

The company, based in Oshkosh, Wis., makes fire and emergency vehicles, commercial equipment like cement mixers and natural gas tankers, military vehicles like tactical and assault trucks, and access products including scissor lifts, towing equipment, and aerial work platforms. It reported $6.13 billion in revenue in the first nine months of its current fiscal year.

Its shares gained $3.05, or 11.4 percent, to close at $29.90 Thursday after rising as high as $31.30 earlier in the day, its highest price since July 2011. The shares are up 40 percent since the beginning of the year.

Do you remember this thread it asked the question "Where's The Money?"

Trying to get my head around these algo changes and potential introduction of .uk extension I am once again asking:

Where's The Money?

In the last poll developing affiliate sites did well. Some seasoned members said then that thin affiliate site would ultimately suffer, lo and behold that's pretty much what happened.

Selling to end users also did well, is the end user market on hold whilst the .uk debate rages on?

I think we can accept emd's have been devalued by G, .co.uk, .org.uk and dare I say .me.uk could lose their appeal overnight and the only safe way forward is to buy a made up word in .com extension, develop it into large brand and have an exit plan.

Buttercup Squash Risotto | Rufus' Food and Spirits Guide

As you wish?.

Repeat after me: Risotto is easy to make, risotto is easy to make?.

Buttercup Squash Risotto

  • 2 cups Arborio rice
  • 1 buttercup squash
  • ? cup white wine
  • 7-8 cups fresh chicken or vegetable stock
  • 1 tbsp olive oil
  • cinnamon stick
  • fresh grated nutmeg to taste
  • ? cup grated Romano
  • Salt/pepper

Cut buttercup squash in half, scoop out seeds and cook squash halves face down in a roasting pan with 1 cup water at 350 until tender, about 30-40 minutes. Wash seeds and dry them. Place on a baking sheet and coat with olive oil, salt, pepper, and cinnamon sugar. Roast in oven until brown and crispy stirring often. Remove squash from pan and scoop flesh into a bowl. Mash to a puree with a fork or masher. Reserve the squash halves for serving, or discard. If you?re reserving them leave some flesh intact. Pour stock in a sauce pan and heat to a simmer. Heat olive oil in large saute pan. Toss in cinnamon stick and cook on high for one minute. Add rice and mix well to coat in the oil on medium heat, about two minutes. Turn heat to medium low? and add wine and cook until it evaporates. Add simmering chicken stock about a cup at a time. Each time the rice absorbs most of the liquid, add another cup of stock. When about four cups worth of total liquid has been absorbed add the pureed squash. Season with nutmeg, salt and pepper but do not add too much salt because the Romano is slightly salty. Continue to add stock until rice is creamy and has no bite. When rice is creamy add cheese and stir. Turn off heat and allow risotto to sit off the heat for about 10 minutes. Serve in squash halves or your fanciest bone China.

US unemployment below 8 pct, first time since 2009

(AP) ? The U.S. unemployment rate dropped below 8 percent for the first time since the month President Barack Obama took office, a surprising lift for both the economy and his re-election hopes in the final weeks of the campaign.

The rate, the most-watched measure of the country's economic health, tumbled to 7.8 percent in September from 8.1 percent in August. It fell because a government survey of households found that 873,000 more people had jobs, the biggest jump since January 2003.

The government's other monthly survey, of employers, showed they added a modest 114,000 jobs in September, but it also showed job growth in July and August was stronger than first thought.

Obama, eager to shift attention from a disappointing performance at the first presidential debate, said Friday that the report showed the country "has come too far to turn back now."

His Republican opponent, Mitt Romney, countered: "This is not what a real recovery looks like."

The drop brought the jobless rate back to where it was when Obama was sworn in, in January 2009, and snapped a 43-month streak in which unemployment was 8 percent or higher ? a run Romney had been emphasizing.

The October jobs report comes out Nov. 2, four days before the election, so Friday's report provided one of the final snapshots of the economy as undecided voters make up their minds.

The government calculates the unemployment rate by calling 60,000 households and asking whether the adults have jobs, and whether those who don't are looking for work.

Those who do not have jobs and are looking are counted as unemployed. Those who aren't looking are not considered part of the work force and aren't counted as unemployed.

A separate monthly survey seeks information from 140,000 companies and government agencies that together employ about one in three nonfarm workers in the United States.

That survey found that the economy added 114,000 jobs in September, the fewest since June. Most of the job growth came in service businesses such as health care and restaurants.

The Labor Department raised its job-creation figures by a total of 86,000 jobs for July and August. The July figure was revised from 141,000 to 181,000, and the August figure from 96,000 to 142,000.

Taken together, the two surveys suggest the job situation in the United States is better than was thought.

Economist Joel Naroff, president of Naroff Economic Advisors, called the strong employment reports "a shocker" that showed the job market was sturdier than most economists had thought.

Financial markets seemed less impressed. The Dow Jones industrial average climbed as much as 86 points in early trading but drifted lower for most of the rest of the day. It finished up 34 points at 13,610. The Standard & Poor's 500 index, a broader measure, was down a fraction of a point.

Stock indexes have been trading at or near their highest levels since December 2007, the month the Great Recession began. They have gotten a lift from Federal Reserve efforts to stimulate the economy, and by a European Central Bank plan to buy the bonds of financially troubled countries to ease a debt crisis there.

The yield on the benchmark 10-year U.S. Treasury note climbed by 0.06 percentage point to 1.73 percent, a sign that investors were more willing to embrace risk and leave the relative safety of the bond market.

The unemployment figures were so surprisingly strong that some pundits and at least one member of Congress, Florida Republican Allen West, accused the Obama administration of manipulating the statistics to help the president's prospects.

On Wednesday, Obama was widely seen as having lost his first debate with Romney.

Jack Welch, the retired former CEO of General Electric, said on Twitter: "Unbelievable jobs numbers ... these Chicago guys will do anything ... can't debate so change numbers."

But the unemployment data is calculated by a government agency, the Bureau of Labor Statistics, under tight security and with no oversight or input from the White House.

Keith Hall, a former commissioner of the BLS who was appointed by President George W. Bush, said the numbers could not have been manipulated.

"It's impossible to do it and get away with it," he said. "These numbers are very trustworthy."

Economists offered reasons not to read too much into them, though. Most of the increase in employed Americans came from those who had to settle for part-time work: 582,000 more people reported that they were working part-time last month but wanted full-time jobs.

That is the biggest increase in so-called underemployed Americans since February 2009, during the depths of the Great Recession.

Economic troubles in Europe and Asia also may be taking a toll on American factories. Manufacturing employment dropped by 16,000 in September after falling by 22,000 in August.

Factory hiring had been a source of economic strength the past two years: Factory jobs rose last year at the fastest pace since 1997.

But Europe's ongoing economic crisis, along with a slowdown in China, means demand for U.S.-made goods is drying up and "the days of robust manufacturing payrolls growth are likely behind us," said Chris Jones, an economist at TD Economics.

The unemployment rate has fallen from a peak of 10 percent in October 2009. But a big part of the drop over the past three years came because so many Americans stopped looking for work, so they weren't counted as unemployed.

Some were retiring baby boomers. Others were so discouraged by the weak job market that they stopped putting out resumes.

Economists were pleased with September's drop in unemployment because it happened for the right reasons: More Americans got jobs. And the work force grew by 418,000, the most since February, suggesting people are more optimistic about finding jobs. Because 873,000 more people did find work, the number of unemployed fell by 456,000. And that decline pushed the unemployment rate down.

Arthur Nazh was not surprised to hear that the unemployment rate fell. Business has improved this year at the kiosk where he sells souvenirs at a mall in Arlington, Va.

The economy "is getting better," said Nazh, 27, who employs six people and said he plans to vote for Obama because the economy needs more time to heal. "People are starting to buy more, spend more money."

Obama and Romney campaigned Friday in Nazh's home state and others that could tip to either candidate and determine the outcome of the election. Romney released three ads, mostly focused on jobs.

"These are tough times in this community," Romney, the former Massachusetts governor, told a rally outside a construction equipment store in Abingdon, Va. "We're going to bring back jobs and bring back America."

At a campaign stop in Cleveland, Obama declared: "We are moving forward again."

"Today's news should give us some encouragement," the president told thousands at Cleveland State University. "It shouldn't be an excuse for the other side to try to talk down the economy just to try to score a few political points."

The political back-and-forth over the unemployment numbers underscored the centrality of jobs to the election after a year in which the economy has been difficult to read.

The job market got off to a strong start in 2012. Employers added an average 226,000 jobs the first three months of the year.

Hiring in January, February and March was probably even stronger than that: The Labor Department has said 386,000 more jobs were created in the year that ended in March, but it has not assigned the jobs to specific months yet.

Job growth slowed sharply to an average 67,000 a month from April through June. And the weakness appeared to have continued into the summer, raising fears that a slow and steady economic recovery was losing momentum.

But the revisions to the July and August figures on Friday eased those fears somehwat. Monthly job growth was back up to an average 146,000 from July through September.

Naroff, the economist, predicted that unemployment would inch back up, and that job growth would settle at about 150,000 per month for the next several months. Economists at PNC Financial Services Group predict job growth will accelerate to 170,000 per month in 2013.

The economy is still far from full health. The number of U.S. jobs peaked in January 2008, a month after the Great Recession officially started, at 138 million. The job market shed 8.8 million jobs by February 2010. Since then, the economy has regained 4.6 million, or a little more than half, of those lost jobs.

No incumbent president since Gerald Ford in 1976 has faced re-election when the unemployment rate was as high as September's 7.8 percent, even after the sharp drop from August. Ford lost to Jimmy Carter.

Ronald Reagan faced 7.2 percent unemployment in 1984 and trounced Walter Mondale to win a second term.

Foxconn denies China iPhone plant hit by strike

Foxconn, the Taiwanese made-to-order electronics giant that assembles Apple's products, denied reports that a plant in China was crippled by a strike, saying on Saturday that its production is on schedule at an important time for Apple.

The report of a strike issued by China Labor Watch, a New York-based advocacy group, came weeks after Apple kicked off its largest-ever global rollout for the new iPhone 5 smartphone. Apple is already struggling with tight availability of the phones in stores, analysts say.

The labor group said 3,000 to 4,000 workers went on strike at Foxconn's Zhengzhou complex in central China on Friday, angered by over-exacting quality controls as well as demands they work through the week-long National Day holiday, which began on Monday.

But Foxconn Technology Group, which has its headquarters in Taiwan, denied the report and said the plant suffered only two brief and small disputes several days earlier.

"Any reports that there has been an employee strike are inaccurate," the company said in an emailed statement, adding that "there has been no workplace stoppage in that facility or any other Foxconn facility and production has continued on schedule".

Foxconn said the quarrels happened on Oct. 1-2, and were "immediately addressed and measures taken, including providing additional staff for the lines in question."

Foxconn also said that employees who worked over China's National Day break did so voluntarily and were paid three times their usual hourly compensation, as demanded by law.

But China's official Xinhua news agency quoted a government spokesman in Zhengzhou as saying some 100 quality inspectors at Foxconn refused to work for an hour on Friday after one was allegedly beaten by workers irate over the inspection demands.

"The instruction to strengthen quality inspections for the iPhone 5 was given by Apple following multiple complaints from customers regarding aesthetic flaws in the phone," said the unnamed spokesman for the industrial zone that holds the Foxconn plant. Apple has not commented on the incident.

Tensions have boiled over repeatedly in factories operated by Foxconn, the Taiwanese contract manufacturing giant that employs more than a million and makes most of the world's iPads and iPhones. Last month, thousands rioted at its Taiyuan facility in northern China, disrupting production for about 24 hours and underscoring the potential for labor unrest.

Foxconn Technology Group of Taiwan, the trading name of Hon Hai Precision Industry Co, is the world's largest contract maker of electronics for global brands such as Hewlett Packard, Nokia and Dell.

Apple and Foxconn have come under fire for poor working conditions and wages at plants across China. In response, they have organized an audit of factory conditions, raised wages, improved safety and reduced overtime, among other measures.

Apple's chief executive officer Tim Cook visited Foxconn's vast complex on the far outskirts of Zhengzhou in late March.
