Money ScalePeople who successfully build wealth have one trait in common: they understand the art of frugality.

These unassuming millionaires know how to live on much less than they make, and they know how to save money. ?But those behaviors alone aren?t enough. ?Not spending money today does not always result in having more money tomorrow.

Frugality for its own sake can result in doing without things that matter to you, failing to take care of basic needs like your health, and living with a sense of deprivation. ?It can also lead to spending more money, not less, in the long run.

Frugality for the sake of enhancing your life, on the other hand, features an eye for value. ?Most people who build wealth are masters at the art of getting value.

There are many ways we might think we are saving money, but actually the opposite is true. ?We end up spending more money in the long term. ?Here are a few of the ways we can fail to get value:

1. Not spending the money to have legal documents drawn. ?A poorly-worded agreement?or even worse, no written agreement at all?can cost you a bundle in future legal fees or even result in your losing a business or other asset.

2. Doing your own taxes. ?Unless your finances are so simple you can file the 1040-EZ, you?re better off to pay a professional who will find deductions you?re likely to miss.

3. Buying a new car to save money on repairs. ?An occasional repair bill for a few hundred dollars is still a lot cheaper than a monthly payment.

4. ?Saving? money by spending on bargains you don?t need or want. ?This includes settling for what?s cheapest instead of looking for the best price on what you really want.

5. Going without insurance. ?At a minimum, you should have homeowner?s or renter?s insurance, car insurance with maximum liability amounts, and a high-deductible health insurance policy. ?A loss or liability that isn?t covered can cost you everything you have.

6. Not getting regular medical checkups. ? An ounce of prevention is worth a pound of cure? is a clich? because it?s so true.

7. Looking only at the initial price tag without comparing long-term costs. ?A more expensive but higher-quality item, whether it?s a car or a pair of shoes, might last much longer and be a better value than something cheaper.

8. Not focusing on value for services when purchasing investments. ?A discount broker, for example, isn?t always a better deal than a full-service broker. ?For ?A? shares of mutual funds, you may pay the same in commissions without getting any personalized help. ?If you use a discount broker, be sure to purchase ?no-load? funds, which don?t have commissions.

9. Paying hidden costs for financial advice. ?Writing a check to a fee-only planner may seem too expensive. ?Yet Bob Veres, editor of Inside Information, says that investors who don?t pay directly for the financial advice they get often pay two times more in hidden costs for the ?free? advice. ?If you buy investments products from a financial salesperson, keep asking questions until you know exactly what you?re paying in commissions and fees.

10. Paying off a low-interest loan instead of putting the money into a retirement account. ?If you can earn more than you pay in interest, it may be wiser to keep making loan payments.

Frugality that focuses on value is an essential wealth-building tool. ?Those who use it well do more than just save money. They know how to get the most value for the money they do spend.

Apple releases Q2 2013 results: 37.4 million iPhones, 19.5 million iPads and $43.6 billion in revenue

Apple announces Q2 2013 Financial Results

Apple today announced their financial results for the second quarter of fiscal year 2013 (the months of January, February, and March). Apple brought in $9.5 billion in profit off of $43.6 billion in revenue. In previous years Apple offered conservative guidance on revenue and profits, though recently they made the switched to publishing a range into which they realistically expect the fiscal results to fall. And Apple's results easily fell within that range.

Those buckets of cash come courtesy of sales that included 37.4 million iPhones, 19.5 million iPads, and "just under 4 million" Macs. Apple historically has not broken down the individual models within these product categories, though reports from carriers indicate that the mix on iPhones has been a little over one half iPhone 5 and the rest split between the less expensive iPhone 4 and iPhone 4S.

?We are pleased to report record March quarter revenue thanks to continued strong performance of iPhone and iPad,? said Tim Cook, Apple?s CEO. ?Our teams are hard at work on some amazing new hardware, software and services, and we are very excited about the products in our pipeline.?

While the results might have fallen short of analysts' lofty expectations (or beaten analysts' pessimism), Apple did exceed the results of the same quarter one year ago. For the record, Q2 2013 was up 11% from $39.2 billion in revenue and down 18% from $11.6 billion in net profits. Apple's consistently brought in billions of dollars in revenue and profits for quarter-after-quarter, though it remains to be seen whether today's results will be enough to satisfy investors and analysts. Given the pummeling the stock has taken over the past six months, we wouldn't be holding our breath.

As an added bonus to shareholders, Apple's increased the dividend for this quarter by 15% from $2.65 to $3.05. The company has also added $50 billion to their stock buyback program, which is now projected to spend $100 billion by the end of 2015. Thanks to the additional $9.5 billion in income from this quarter, Apple still has $145 billion in the bank with which to play.

As usual, a conference call with Apple execs is scheduled to kick off shortly. And as usual, we'll be following along to pass along to you any notes of interest that Cook and company drop.   • Tim Cook (TC): We know we haven't lived up to everybody's expectations. We acknowledge that our margins have slowed and our growth rates decreased. Our margins are closer to what they were a few years ago. Our results in 2012 were extraordinary, which makes comparisons difficult.
  • TC: These comparisons are made difficult also thanks to the deliberate low margins of the iPad Mini launch.
  • TC: Stock price decline has been frustrating to all of us, despite the strengths of Apple's business. Our most important objective will always be creating innovative new products.
  • TC: Our teams are hard at work on exciting new products that we can't wait to release this year and through 2014.
  • TC: Since we began our stock buybacks and dividends last year we've already returned $10 billion to shareholders. But we're still bringing in capital in excess beyond our needs. Apple is increasing its cash return program to $100 billion through 2015. The current dividend is being increased by 15%. We appreciate the input offered by shareholders.
  • Peter Oppenheimer (PO): New March quarter records for iPhone and iPad sales, as well as quarterly revenue.
  • PO: 37.4 million iPhones, and increased of 2.5 million over the last year.
  • PO: Ended quarter with the target range of 4-6 weeks of inventory in channel.
  • PO: Apple doing quite well in Japan. Captured the top sales position all year, the first time a non-Japanese company has done that.
  • PO: Nearly 30,000 companies developing in-house corporate apps for their employees.
  • PO: Sold 19.5 million iPads in the quarter, up 65% from the year prior.
  • PO: iPad sales more than doubled in China and Japan from last year.
  • PO: Sold significantly more iPad Minis this quarter than last, Apple was unable to reach iPad Mini demand during the December quarter.
  • PO: Overwhelming number of iPad Mini purchasers are new iPad customers.
  • PO: Apple sold nearly 4 million Macs over the quarter, down 2% from the year prior. The global personal computer is down 14% globally.
  • PO: 5.6 million iPods, compared to nearly 8 million the last quarter. iPod Touch continues to compose the majority of those sales and iPod continues to dominate the dedicated MP3 player market.
  • PO: iPad app count is up to 350,000. iOS app developers have been paid over $9 billion from Apple over the life of the iOS App Store.
  • PO: iOS devices accounted for 77% of device activations for corporations.
  • PO: More than 300 million using iCloud every day, with great new features and capabilities coming.
  • PO: $5.2 billion in revenue from Apple Stores, up from $4.4 billion the year prior.
  • PO: Expect to open 30 new stores and remodel 20 stores over the year.
  • PO: Average revenue per store was $13.1 million.
  • PO: Apple is one of the largest dividend payers in the US, paying out more than $11 billion a year.
  • PO: Apple is exploring taking on debt to enable bringing in funds from overseas.

  • Q: Why did income come in at the low end of projections?
  • PO: There were some unfavorable adjustments and Apple had to spend significantly to get iPad Mini inventory up to desired channel levels of 4-6 weeks.
  • Q: Is Apple hitting a wall in China?
  • TC: We just had our best quarter ever in China, bringing in revenue of $8.8 billion. That's up 11% year-over-year. iPads grew 138% year-over-year with new records for sell-through for iPads and iPhones. We have 11 stores in China, and expect to double that in two years.
  • Q: Why are iPhone average sale prices down?
  • PO: It's due to mix, with more iPhone 4 sales in the sales mix and aggressive priced in developing markets. Average selling price for iPhones was down $23.
  • TC: As you get further from a previous product launch there's a general lower mix than where it starts. All things being equal you'd expect to be seeing that on most of our products.
  • Q: The smartphone market grew around 30%, while Apple's iPhone sales are up in the single digits. Is Apple focused on that expanding market share, and why is there a disconnect between Apple's products and the market data?
  • TC: The numbers that we've seen from IDC would indicate that the tablet market in March decline 30% from the December holiday quarter while Apple only declined 15%. We did much better than the market.
  • TC: On the phone side, we did grow channel inventory over the year ago quarter because we were "catching up" from the iPhone 5 launch. Normalized, if the smartphone market did grow 30% and we didn't measure up to that, we want to grow faster. What's important in addition to market growth is customer satisfaction, loyalty, and repurchase rates. We see an enormous market of potential smartphone buyers coming to market, so we've made the iPhone 4 even more affordable to make it more attractive to new buyers. "We believe that the phone for the price point that we're offering is an incredible value for people."
  • Q: Has anything changed on your views of the 5-inch smartphone market?
  • TC: My view continues to be that the iPhone 5 has the absolute best display in the industry. Some customers value large screen size, others value resolution, color quality, brightness, portability, and app compatibility. Our competitors have made some significant trade-offs in many of these areas. We will not launch a larger screen iPhone while these trade-offs exist.
  • Q: You said something about new categories?
  • TC: I did! We're very excited for new growth in potential new categories.
  • Q: Is that in the next quarter or year?
  • TC: I didn't say when. awkward silence
  • Q: What are you hearing from your customers on why they're not buying a new Mac?
  • TC: I think the reason that we were down 2% last quarter is that the market for PCs is incredibly week, it was down 14% year-over-year. At the same time we sold almost 20 million iPads. It's certainly true that some of those iPads cannibalized some Macs. What's likely happening is people are extending their upgrade cycles. I don't think this is a dead market - it has a lot of light in it, we're going to continue to innovate in it. The growth in iPads may end up benefiting the Mac. Our strategy of making the best computers isn't changing.
  • Q: Have you considered spreading out product launches?
  • TC: I would have pushed back the new iMac launch to the new year. But the iPad Mini launch I would not have changed because we were able to send millions and millions to customers who wanted them for the holidays.

 Canucks look to stick with lineup for showdown with Rome

If the Canucks are going to have a depth defenceman who struggles when he?s in the lineup, why not at least make sure he?s a right-handed shot?

When in doubt, go right. Maybe that should be the Canucks motto in the offseason.

The Canucks have none right now. But they do have Cam Barker who tends to make you miss Aaron Rome. At least that?s something.

Kevin Bieksa was sent back to Vancouver to have his lower body injury re-evaluated. He?s still listed as day-to-day.

Chris Tanev is out, but expected back soon. Before thee playoffs, anyway. In?the meantime, the team recalled Derek Joslin, another left-haded shot.

The Canucks had the same lineup they iced against St. Louis at their morning skate, except Steve Pinizzotto was replacing Tom Sestito on the fourth line. They are continuing to play Derek Roy with Ryan Kesler, which would make sense if they had a third-line centre better than Andrew Ebbett. By the way, they do, but he?s Jordan Schroeder ?and he?s in Chicago.

There?s little chance that they will start the playoffs with Ebbett as their third line centre, and if that?s the case what?s the point?

The Canucks will ice their all southpaw blueline again tonight against the Dallas Stars and Rome, who signed here because he wanted more playing time.

But his season has been marred by injuries and a suspension. In his last game, he played just 11:44.

?It?s been a whirlwind year,? Rome said. ?It?s been different and challenging but it?s been fun. It?s been good to be back at the rink. The first part of year sucked.

?But it?s been fun lately playing a lot of games. It?s almost like the playoffs.?

The Stars, of course, are trying to get into the playoffs.

They unloaded around the trade deadline, sending Jaromir Jagr to the Boston Bruins and top-six centre Derek Roy to the Canucks.

But the Stars, embracing the fact everyone told them they didn?t have a chance, then went on a five-game winning streak.

?Being the underdogs never hurts,? Rome said. ?I think every team embraces that. When everyone counts you out, all you can do is try and prove them wrong. There was nowhere to go but up.?

The streak pushed the Stars into playoff contention.

On Thursday, the Stars were four points out of a playoff spot but had two games in hand on on 8th place Columbus.

Former Hooters Waitress Claims She Was Ousted After ... - AOL Jobs

Sandra Lupo says Hooter's discriminated against her for having brain surgery. At 27, Sandra Lupo received some scary news: She needed brain surgery to remove a noncancerous cranial mass. She had a buzz cut, the surgery was completed, and she returned to work, with a scar. But what followed, says the former Hooters waitress, was even more horrifying: Her St. Peters, Mo., employer required her to wear a wig. (Lupo is pictured on the left, in a healed state.)

According to a lawsuit that she filed in February, Hooters caused her "extreme stress" and the wig prevented the scar from healing. Claiming disability discrimination, Lupo also says that her hours at work were reduced until she was forced to quit to find new work. She is seeking damages of at least $25,000, in addition to lost wages.

Lupo, an employee at Hooters in Missouri since 2005, says that she took medical leave for the surgery, and her manager, Brent Holmberg, initially told her that she could use "jewelry" to cover up her scar. But then, she claims, she was informed by regional manager Joe Orzent that "she could not return to work unless she wore a wig." Hooters has not responded to media requests for comment and has filed motions for the case to be dismissed.

Upon returning to work on July 21, Lupo at first tried a wig, which she says she had to purchase on her own. But she decided that the wig was both uncomfortable and interrupted the healing process, according to her lawyer, Larry Bagsby. So she ditched it. She says that she was then asked to leave work and her hours "were reduced to the point [she] could not earn an income," forcing her to quit.

According to the St. Louis Post-Dispatch, she is currently working as a registered nurse in the St. Louis area. She says she began working at Hooters in 2005 to help pay for her education in nursing. Lupo, for her part, first filed a complaint with the Missouri Commission on Human Rights. In her complaint, she said that her customers had no problem with how she looked without the wig. "My customers were not offended, and were in fact curious about the obvious scar from my surgery," she said.

The Americans With Disabilities Act bans employers from discriminating against qualified workers who either have a disability or a perceived disability. In her lawsuit, Lupo also claims Hooters violated the Missouri Merchandising Practices Act, saying that the company reduced her hours as a strategy to get her to quit.

Hooters, and other so-called "breastaurants," have been booming in America. And they are no strangers to legal and public relations scrutiny over their workplace culture. In speaking to the St. Louis Post-Dispatch, Marcia McCormick, an associate professor of law at St. Louis University, said so-called "breastaurants" tend to argue "We're not just selling wings or food ... we're selling sexuality. We're selling the flirting," she said.

But even if Hooters tries to use that argument, legal experts such as McCormick doubt that Lupo will walk away empty-handed. "Every case I know about has generally settled," she said.

SE Asia Stocks-Firmer after solid start to US earnings, Malaysia at 3-mth high

April 9 (Reuters) - Southeast Asian stocks ended firmer on

Tuesday with Malaysia edging up to a three-month high as a solid

start to the United States earnings season helped boost investor

sentiment.

Malaysia edged up 0.1 percent to hit a near

three-month closing high with a $36.53 million foreign inflow.

Singapore gained 0.4 percent, led by a 1.4 percent

rise in Southeast Asia's largest telecom operator Singapore

Telecommunications Ltd.

An increase in quarterly profit of Alcoa Inc helped

boost sentiment, easing concerns about U.S. corporate results in

the first three months of 2013.

Indonesian stocks edged up 0.04 percent, recovering

from their two-week lows.

Nomura Equity Research said on Tuesday a correction is

likely in Indonesian stocks in the second quarter of 2013

following an expected softness in first quarter earnings due to

cost and competition pressures.

Vietnam, the region's best performer so far this

year, gained 0.8 percent as funds added blue chips.

Bucking the trend, Thailand stock market ended 1.3

percent weaker, but the head of its bourse said buying would

return after Songkran holiday from April 13-16.

"Investors should not be too concerned with the market

weakness. After Songkran holiday, I expect investors to resume

buying again," The stock exchange of Thailand president

Charamporn Jotikasthira told reporters on Tuesday.

Kerry meets Israeli leaders to push Mideast peace

(AP) ? U.S. Secretary of State John Kerry is looking to breathe new life into dormant Mideast peace talks in meetings Monday with Israeli Prime Minister Benjamin Netanyahu and other senior Israeli and Palestinian officials, amid talk of modifying a decade-old Arab plan that's long been greeted with skepticism by the Jewish state.

A day after meeting one-on-one with Palestinian President Mahmoud Abbas, Kerry spent the morning of Israel's Holocaust memorial day at Yad Vashem, laying down a red, white and blue wreath at the nation's official monument for the 6 million Jews murdered during World War II. He was to meet privately Monday with Palestinian Prime Minister Salam Fayyad and Israeli President Shimon Peres, before a dinner with Netanyahu and other Israeli officials.

Kerry is trying to end a 4?-year stalemate between the Israelis and Palestinians during which they've hardly negotiated peace at all. Making his third trip to the region in a period of two weeks, he has yet to outline any new plan but U.S. officials say he is exploring several ideas to try to corral both sides back into direct talks.

Palestinian and Arab officials have pointed to one idea in particular: An attempt to revive, with modifications, the 2002 Arab Peace Initiative that offered a comprehensive peace with Israel for a pullout from territories captured in the 1967 Mideast war.

The officials say Kerry is seeking greater Arab-Israeli security commitments and softer language on borders as part of the plan.

But key obstacles remain. Israel has not softened its objections and the Palestinians say they turned down a request from Kerry for the proposed changes.

Kerry and Abbas met for an hour behind closed doors in Ramallah on Sunday evening, where they discussed "the path to peace," according to a senior State Department official. Beforehand, U.S. and Palestinian officials met in a larger format to discuss strategies for economic growth in the Palestinian territories and how to best create a "positive climate for negotiations." The official spoke on condition of anonymity because of Kerry's orders not to brief reporters.

U.S. officials refused to comment specifically on the initiative, which was revolutionary when it was introduced by Saudi Arabia's then crown prince, King Abdullah, and later endorsed by the 22-member Arab League at a summit in Beirut. However, it was overshadowed by fierce Israeli-Palestinian fighting at the time and never won Israel's support. The Arab League re-endorsed the offer in 2007 and technically it remains in effect.

In the 1967 war, Israel took control of the West Bank, east Jerusalem, Gaza Strip, Sinai and Golan Heights. Israeli returned the Sinai to Egypt in 1982 in the framework of a peace treaty and pulled out of Gaza unilaterally in 2005. Israel annexed the Golan Heights in 1981 and peace talks with Syria over the territory have repeatedly failed.

Israeli-Palestinian peace talks have been deadlocked since late 2008, in large part over the issue of Israeli settlements in the West Bank and east Jerusalem. The Palestinians refuse to talk while Israel settles its population on the occupied territories where they want to establish their state. They have demanded that Israel accept the 1967 lines as the basis for a future Palestine, but Netanyahu rejects a return to the 1967 lines and calls for talks with no preconditions.

Abbas spokesman, Nabil Abu Rdeneh, said the Palestinian leader called for a solution based on the 1967 lines in his Sunday meeting with Kerry. He did not say whether the Arab peace initiative was discussed but confirmed Abbas was leaving Monday for talks on the plan at an Arab League meeting in Qatar.

There, a special committee will hold an "urgent meeting" on the subject Monday, said Mohammed Subeih, the Arab League's undersecretary for Palestinian affairs. Qatar's prime minister will chair it and the foreign ministers of key countries such as Egypt, Saudi Arabia, Jordan and the Palestinians will participate.

Subeih said the committee would form a delegation led by Arab League chief Nabil El-Araby and the Qatari prime minister to travel to Washington in the coming weeks with the goal of drawing a new roadmap to "end Israeli occupation."

The chief Palestinian negotiator, Saeb Erekat, said Kerry has been floating the Arab initiative as a possible way out of the deadlock.

Officials say Kerry has proposed two small changes to make it more palatable to Israel. He wants language saying the 1967 lines can be modified through mutual agreement and providing stronger security guarantees.

But Erekat said the plan could not be changed.

"Kerry asked us to change a few words in the Arab Peace Initiative but we refused," he told the Voice of Palestine radio station on Sunday.

Israeli officials refused to comment on the matter.

Israel has rejected a return to the 1967 lines for both security and spiritual reasons, arguing that the frontiers are indefensible and would mean a withdrawal from east Jerusalem, home to the city's holiest Jewish, Muslim and Christian religious sites. In the past, however, Netanyahu has described the peace initiative as a welcome sign of acceptance from the Arab world while refusing to accept its conditions.

Hot and cold senses interact: Cold perception is enhanced when nerve circuitry for heat is inactivated

Apr. 8, 2013 ? A study from the University of North Carolina School of Medicine offers new insights into how the nervous system processes hot and cold temperatures. The research led by neuroscientist Mark J. Zylka, PhD, associate professor of cell biology and physiology, found an interaction between the neural circuits that detect hot and cold stimuli: cold perception is enhanced when nerve circuitry for heat is inactivated.

"This discovery has implications for how we perceive hot and cold temperatures and for why people with certain forms of chronic pain, such as neuropathic pain, or pain arising as direct consequence of a nervous system injury or disease, experience heightened responses to cold temperatures," says Zylka, a member of the UNC Neuroscience Center.

The study also has implications for why a promising new class of pain relief drugs known as TRPV1 antagonists (they block a neuron receptor protein) cause many patients to shiver and "feel cold" prior to the onset of hyperthermia, an abnormally elevated body temperature. Enhanced cold followed by hyperthermia is a major side effect that has limited the use of these drugs in patients with chronic pain associated with multiple sclerosis, cancer, and osteoarthritis.

Zylka's research sheds new light on how the neural circuits that regulate temperature sensation bring about these responses, and could suggest ways of reducing such side-effects associated with TRPV1 antagonists and related drugs.

The research was selected by the journal Neuron as cover story for the April 10, 2013 print edition and was available in the April 4, 2013 advanced online edition.

This new study used cutting edge cell ablation technology to delete the nerve circuit that encodes heat and some forms of itch while preserving the circuitry that sense cold temperatures. This manipulation results in animals that were practically "blind" to heat, meaning they could no longer detect hot temperatures, Zylka explains. "Just like removing heat from a room makes us feel cold (such as with an air conditioner), removing the circuit that animals use to sense heat made them hypersensitive to cold. Physiological studies indicated that these distinct circuits regulate one another in the spinal cord."

TRPV1 is a receptor for heat and is found in the primary sensory nerve circuit that Zylka studied. TRPV1 antagonists make patients temporarily blind to heat, which Zylka speculates is analogous to what happened when his lab deleted the animals' circuit that detects heat: cold hypersensitivity.

Zylka emphasizes that future studies will be needed to confirm that TRPV1 antagonists affect cold responses in a manner similar to what his lab found with nerve circuit deletion.

The study was conducted in the Zylka lab by postdoctoral scientists Eric S. McCoy, Sarah E. Street, and Jihong Zheng and by research associates Bonnie Taylor-Blake and Alaine Pribisco. Funding for the research came from the Searle Scholars Program, The Klingenstein Foundation, The Rita Allen Foundation, the National Institute of Neurological Disorders and Stroke (NINDS) and the National Institute of Child Health and Human Development (NICHD).

6 Americans, doctor killed in Afghan attacks

KANDAHAR, Afghanistan (AP) ? Militants killed six Americans, including a young female diplomat, and an Afghan doctor Saturday in a pair of attacks in Afghanistan on Saturday. It was the deadliest day for the United States in the war in eight months.

The violence ? hours after the U.S. military's top officer arrived for consultations with Afghan and U.S.-led coalition officials ? illustrates the instability plaguing the nation as foreign forces work to pull nearly all their combat troops out of the country by the end of 2014.

The attacks came just days after insurgents stormed a courthouse, killing more than 46 people in one of the deadliest attacks of the war, now in its 12th year.

The three U.S. service members, two U.S. civilians and the doctor were killed when the group was struck by an explosion while traveling to donate books to students in a school in the south, officials and the State Department said.

In a statement, Secretary of State John Kerry said the Americans included a department of defense civilian and the foreign service officer.

"She tragically gave her young life working to give young Afghans the opportunity to have a better future," Kerry said. "We also honor the U.S. troops and Department of Defense civilian who lost their lives, and the Afghan civilians who were killed today as they worked to improve the nation they love."

Officials said the explosion occurred just as a coalition convoy drove past a caravan of vehicles carrying the governor of Zabul province to the same event.

Another American civilian was killed in a separate insurgent attack in eastern Afghanistan, the U.S. military said in a statement.

It was the deadliest day for Americans since Aug. 16, when seven American service members were killed in two attacks in Kandahar province, the birthplace of the Taliban insurgency. Six were killed when their helicopter was shot down by insurgents and one soldier died in a roadside bomb explosion.

The latest attacks occurred just hours after U.S. Gen. Martin Dempsey, the chairman of the Joint Chiefs of Staff, landed in Afghanistan for a visit aimed at assessing the level of training that American troops can provide to Afghan security forces after international combat forces complete their withdrawal.

A U.S. official who spoke on condition of anonymity said several other Americans and Afghans, possibly as many as nine, were wounded. The State Department said four of their staff were wounded, one critically.

Taliban spokesman Qari Yousef Ahmadi claimed responsibility for the attack in Zabul and said the bomber was seeking to target either a coalition convoy or the governor.

"We were waiting for one of them," Ahmadi said in a telephone interview with The Associated Press. "It was our good luck that both appeared at the same time."

The deaths bring the number of foreign military troops killed this year to 30, including 22 Americans. A total of six foreign civilians have died in Afghanistan so far this year, according to an AP count.

Provincial Gov. Mohammad Ashraf Nasery, who survived the attack in Qalat, said the explosion occurred in front of a hospital and a coalition base housing a provincial reconstruction team, or PRT. International civilian and military workers at the PRT train Afghan government officials and help with local development projects.

Nasery said the car bomb exploded as his convoy was passing the hospital. He said the doctor was killed, and two of his bodyguards and a student from the school were wounded.

"The governor's convoy was at the gate of the school at the same time the (coalition) convoy came out from the PRT," said provincial police chief Gen. Ghulam Sakhi Rooghlawanay. "The suicide bomber blew himself up between the two convoys."

Nasery said he thought his convoy was the intended target.

"I'm safe and healthy," he told the AP in a telephone interview.

Insurgents have stepped up attacks around the country in recent weeks as Afghanistan enters what could be one of the most critical periods following the U.S. invasion in late 2001 that ousted the Taliban.

The majority of U.S. and coalition forces are expected to begin a significant drawdown in the latter part of this year, leaving Afghan forces in charge of security across the country within months. Afghanistan also is gearing up for a presidential election next spring, and the Taliban have not yet accepted an offer to engage in peace talks in the Gulf state of Qatar.

There currently are about 100,000 international troops in Afghanistan, including 66,000 from the United States. The U.S. troop total is scheduled to drop to about 32,000 by early next year, with the bulk of the decline occurring during the winter months.

While there has been no final decision on the size of the post-2014 force, U.S. and NATO leaders say they are considering a range of between 8,000 and 12,000 ? most of them trainers and advisers.

The Taliban have already sought to disrupt the political process as Afghanistan's various ethnic groups prepare to field candidates to run in the presidential elections. President Hamid Karzai is banned by the constitution from seeking a third term.

The Taliban have increasingly targeted Afghan government officials in recent attacks, including an assault on Wednesday on a courthouse and government offices in western Farah province. Forty-six people were killed, including two judges, six prosecutors, administration officers and cleaners working at the site.

The Taliban have said civilians working for the government or the coalition are legitimate targets, despite a warning from the United Nations that such killings may violate international law.

They also have been staging complex attacks in Kabul and other urban areas. On March 14, the Afghan intelligence service seized a massive truck bomb packed with 7,257 kilograms (8 tons) of explosives on the eastern outskirts of Kabul. The truck apparently was going to be used in an attack on a NATO facility in the capital.

The Snakelocks Anemone, a marine species prized in cooking, has been bred for the first time in captivity

Researchers from Granada have managed to breed for the first time in captivity a marine animal known as the snakelocks anemone, (Anemonia sulcata), and have also begun breeding a species of sea cucumber (Sticophus regalis), although this process is still in its initial stages. Both species have great culinary potential and possess excellent nutritional properties. As well as these two species of marine invertebrates, the scientists have cultivated the edible saltmarsh plant Salicornia, also known as marsh samphire or sea asparagus.

The harvesting of anemones for use in gourmet restaurants and eateries is creating a decline in their numbers, and due to the high prices they reach on the market, poaching and over-exploitation are "considerably damaging the ecological niche in coastal and inter-tidal areas."

iMare Natural S.L., a University of Granada 'spin-off' concern, is developing methods of raising these species and incorporating these techniques within the aquaculture sector. It is a practice based on making the most of the surplus organic products that result from the cultivation of these products.

As Pedro A. Alvarez, one of the researchers and co-founders of the firm, explains, "Until now, these marine products were solely obtained by trawling, a practice which affects the ecosystem considerably."

Using an efficient pumping and channeling system, the organic waste produced by the aquaculture process is recycled and turned into fertilizers or feedstuffs that can then be used in other types of cultivation. Thus, the food surpluses and organic residue from these marine crops are utilized in hydroponic cultivation, creating an environmentally sustainable and balanced system.

Healthy-giving properties?

With regards to the snakelocks anemone, one of the species that has been cultivated for the first time in Granada, Pedro Alvarez states that "it has hardly any calories and contains essential components for our health, due to its high content in proteins, cholesterol and purines, along with its low fat content."

Furthermore, Salicornia contains 30-40% of proteins, calcium, magnesium and sodium, as well as a high proportion of essential fatty acids (Omega-6), which, in the case of its seeds, can be as high as 75%. This high content in linoleic acid helps to considerably reduce blood cholesterol levels. The plant absorbs salt water and is increasingly used as a garnish for fish or seafood dishes, or is cooked along with other vegetables. In addition, Salicornia is rich in oils and can be used for producing bio-fuel.

Finally, the sea cucumber is a highly-prized product in the cuisine of Catalonia, the Balearics and Valencia, where its price can be as high as 150 euros a kilo. In the past, it was eaten by poor fishing families, but nowadays it is served in the best restaurants."

APNewsBreak: Convicted Amish fight for release

CINCINNATI (AP) ? Attorneys for a group of Amish men and women found guilty of hate crimes for cutting the hair and beards of fellow members of their faith in eastern Ohio are arguing that the group's conviction, sentencing and imprisonment in separate facilities across the country violates their constitutional rights and amounts to cruel and unusual punishment, according to recent court filings.

The filings in federal court in Akron seek the release of seven of 16 Amish convicted in September in the 2011 attacks that were meant to shame fellow Amish they believed were straying from strict religious interpretations.

Although six of the requests were denied by the trial judge, one is still pending, and the judge could at any time order any of them released as they await the outcome of their appeals, expected to be filed this summer. Defense attorneys may also appeal denials of the release requests to the 6th U.S. Circuit Court of Appeals in Cincinnati.

The Amish group's leader, Samuel Mullet Sr., was sentenced to 15 years in prison, while the rest of the group got sentences ranging from one to seven years.

The Amish have been sent to different prisons across the country, placing an overly harsh burden on their families who ? because of their religion ? cannot travel by plane and have to hire drivers for car travel, the group's attorneys argue.

For instance, in order for Mullet's wife to visit him and three sons convicted in the case, she'd have to travel to Oklahoma, Louisiana and two different prisons 160 miles apart in Minnesota.

The Amish "are being treated much more harshly than the typical federal prisoner, including those with much worse criminal histories and offense conduct," Mullet's attorney, Edward Bryan, wrote in a March 29 filing. "The manner in which their sentences are being carried out by the Bureau of Prisons is cruel and unusual."

Michael Tobin, a spokesman with the U.S. Attorney's Office for the Northern District of Ohio, declined to make prosecutors in the case available for comment and declined to talk about the filings except to say: "We'll respond to them in our response filed with the court."

Other arguments in the filings from the defense are far broader, largely uncharted territory in the courts and could eventually land in the U.S. Supreme Court, according to attorneys in the case and constitutional law professors contacted by The Associated Press.

Defense attorneys for the Amish are attacking the group's prosecution under the federal hate crime statute, passed in 2009. The statute stipulates that to constitute a federal violation, the crime has to involve crossing state lines or using "an instrumentality of interstate or foreign commerce."

In this case, government prosecutors successfully argued that the scissors and hair clippers were an instrumentality of interstate commerce.

That argument is an abuse of federal power and is unconstitutional, the defense attorneys argue.

Bryan pointed to last year's landmark decision by the U.S. Supreme Court over President Barack Obama's federal health care law. The court found that the individual insurance mandate at the heart of the law was not enforceable under Congress' power over interstate commerce but rather as a tax.

Bryan said that case, decided after the Amish were indicted, shows a willingness by the nation's highest court to narrow Congress' authority over interstate commerce, and could guide the 6th Circuit in its consideration of the Amish group's appeal.

Bryan and the other defense attorneys in the case also argue that the assaults didn't amount to a hate crime under the federal statute, arguing that the law wasn't meant to prosecute a given religious group's dispute among its own members.

Two constitutional law professors agree that the new filings contain interesting arguments that could eventually make it to the Supreme Court.

Vikram Amar, a constitutional law professor at the University of California-Davis, said that largely depends on how prosecutors argue that taking scissors across state lines to commit a crime amounts to a violation of the federal hate crime statute.

For instance, if the scissors were bought 20 years ago, "I could see a lot of appellate judges and Supreme Court judges say, 'That's too loose a test and gives Congress too much power.'"

Noah Feldman, a professor of international law at Harvard Law School, said the defense's argument is plausible, although he "wouldn't put the odds in their favor."

The argument that Feldman finds most interesting is one that the defense isn't even making: that the prosecution of the Amish for a hate crime is an overly broad interpretation of the federal statute.

"If you accept the interpretation that this is a hate crime, then any dispute within a religious group could be called a hate crime," Feldman said. "If I think my wife should obey me and my religion teaches me so and I take a swing at her, then I've committed a hate crime," rather than domestic violence.

Before trial, the Amish all rejected plea agreements that offered leniency, with some young mothers turning down a chance to avoid prison altogether.

Prosecutors argued that the group cut the beards and hair of other members because hair carries spiritual significance, hence the hate crime. The Amish argued that they're bound by rules guided by their religion and the government should never have gotten involved in what amounted to a family or church dispute.

Cop, suspect shot dead in Miss. police HQ

JACKSON, Miss. (AP) ? A murder suspect being interviewed at the Jackson, Miss., police headquarters shot a detective Thursday and those who came to investigate the gunfire found both men dead, authorities said.

The suspect was being questioned on the third floor of the building when the shooting happened, said Police Chief Rebecca Coleman. Police did not release any details on the sequence of what happened.

The officer was identified as Det. Eric Smith, 40, who was assigned to the Robbery-Homicide Division and had been with the department since 1995.

Late Thursday, police identified the murder suspect as Jeremy Powell, 23. Both the detective and the suspect had been shot multiple times.

Police said Powell was in the process of being arrested in the killing Monday of Christopher Alexander. News outlets reported that the 20-year-old Alexander's body was found Monday near a Jackson street and he had been stabbed in the neck.

City police spokesman Chris Mims described Smith as "a decorated detective and well-respected law-enforcement person throughout the state of Mississippi."

"He was in the processing of questioning that suspect," Mims said of the detective. "Other officers in the police department heard gunshots ring out and when they went to the interview room, discovered that both the suspect and the detective were deceased."

The police headquarters was on lockdown Thursday night, Mims said.

Jackson City Councilman Chokwe Lumumba was in police headquarters with the mayor afterward and said Smith was shot by the suspect. He did not know how the suspect ended up dead.

"I understand there may have been more than one police officer in the room," Lumumba said outside the police building.

The headquarters was blocked off and surrounded by crime tape. Law enforcement and Jackson city officials rushed to the scene.

Mims said the Mississippi Bureau of Investigation has taken over the investigation, which is standard procedure.

"This is a very tragic situation," he said. "The entire city of Jackson and the Jackson Police Department family are all hurting. We are asking for the public's patience while we find out why this tragic incident happened and how it happened."

At least 30 Jackson Police and Hines County Sheriff's office vehicles were haphazardly parked across multiple, major downtown Jackson streets. Officers were visibly shaken, wiping their eyes, and Assistant Chief Lee Vance could be seen comforting Chief Rebecca Coleman at one point, putting his arm around her shoulder outside the building. A 2008 photo on the department's website shows a smiling, fit Smith, in a shirt and tie, accepting a certificate of commendation on behalf of a detective, with Coleman and Vance on each side of him.

Lumumba, who is a lawyer, said Smith was fairly new to being a homicide detective and that he first met Smith in the late 1990s. The then-officer had testified on some of Lumumba's cases.

"I had great respect for his work and his integrity," Lumumba said. He added that Smith's stepson had played basketball on an Amateur Athletic Union team that Lumumba worked with.

"Eric helped take young men all over the country," the councilman said. "He's a real man in every sense of the word."

Mayor Harvey Johnson, Jr. also addressed the officer's death.

"Detective Smith was an excellent officer in all respects," the mayor said. "I want everyone to keep the Smith family in their prayers and in their thoughts."

Lumumba said that Smith was married and had another son.

A monument outside police headquarters lists 14 officers killed in the line of duty ? before today.

I love me some stuffed shells, but sometimes I don?t like to take the time to stuff the shells. I know it isn?t that hard, but I am allowed to have lazy days. I love giving myself permission to be lazy. The joys of being an adult.

Well, last week I was feeling very lazy. It was 4:00 p.m. and I was still in my pajamas. I was tempted to bag the whole dinner idea, but I was craving cheesy stuffed shells. Instead of making stuffed shells, I made Baked Pasta with Spinach and Ricotta. All of the same goodness as stuffed shells, but in baked pasta form.

And because I was feeling lazy, I made sure I got Josh in on the action. He whipped up the spinach ricotta filling while I made my favorite Easy Marinara Sauce. You can use whatever sauce you want, but I promise my marinara sauce is super simple. And not to toot my own horn, but it?s pretty darn tasty. Store bought sauce doesn?t stand a chance against my sauce. Give it a go!

I used mini shells for the pasta because they are cute and I was craving shells. See, this recipe is just like stuffed shells, but instead of stuffing the shells, the shells get smothered with ricotta, spinach, and marinara sauce. Oh, yeah! Bring on the smothering action!

Easy baked pasta with spinach, ricotta, parmesan, marinara sauce, and mozzarella cheese-a great weeknight meal!

Ingredients:

12 ounces pasta (we used mini shells)
1 1/2 cups ricotta cheese
1/4 cup grated Parmesan cheese
1 large egg
1 clove garlic, minced
10 oz package frozen chopped spinach, thawed and squeezed of excess liquid
Pinch of nutmeg
1/4 teaspoon dried basil
1/8 teaspoon crushed red pepper
Salt and black pepper, to taste
4 cups marinara sauce
2 cups shredded mozzarella cheese

Directions:

1. Preheat the oven to 350 degrees F. Spray a 9x13 baking dish with cooking spray. Set aside. Cook the pasta according to instructions for al dente, about 7 minutes. Drain and set aside.

2. In a medium bowl, combine the ricotta, parmesan, and egg. Stir until smooth. Add the garlic, spinach, nutmeg, dried basil, crushed red pepper, and salt and pepper.

3. Put half of the pasta into the prepared baking dish and top with half of the marinara sauce. Spoon the spinach ricotta mixture on top of the sauce in an even layer. Sprinkle half of the mozzarella cheese over the mixture. Cover with the remaining pasta and the remaining sauce. Top with the remaining mozzarella cheese.

6. Cover with foil and bake for 25 minutes. Remove foil and bake for an additional 5-10 minutes or until the mozzarella is melted and the edges are lightly browned. Serve warm.

Note-you can prepare this dish one day ahead of time. Cover the pan with foil and place in the fridge until you are ready to cook. You can also freeze the leftovers. Place cooked pasta in freezer containers and freeze!
